One by One, Opposition Parties Saying “Conde’s Got to Go” Here is Bloc Liberal’s Statement

Crise politique : les flèches de Faya Millimouno contre le régime d’Alpha Condé

Fidèle à lui-même, Faya Millimouno a dans une déclaration dont nous détenus copie chargé le régime d’Alpha Condé. Millimouno accuse le régime de Conakry de violation répétée de la Constitution et des accords politiques signée sous l’égide des nations unies. Lisez cette déclaration:

Dans tout pays qui se veut démocratique ou en voie de démocratisation, comme la Guinée, le Président de la République doit suivre strictement les principes cardinaux qui constituent les fondements de la démocratie. C’est l’engagement sacrosaint qu’il prend le jour de son investiture. Ces principes inaliénables sont, entre autres: (1) le respect de la Constitution et des codes y afférents, (2) la tenue d’élections transparentes, dans les normes légales, et (3) la séparation des pouvoirs. Malheureusement, de 2010 à 2015, le Président Alpha Condé a systématiquement violé ces principes. Ces innombrables violations, qui vont en contresens de la Constitution Guinéenne incluent, parmi tant d’autres:

      1. 1.La fixation unilatérale de la date des présidentielles de 2015 par le Président Alpha Condé, supportés par des membres de la CENI, qui sont à sa solde. Cependant, il faut ajouter tout de suite que cette décision a été dénoncée et désavouée par d’autres membres démocrates de la CENI qui déclarent:

«L’organisation des élections à travers le monde entier est un processus professionnel, qui repose sur un cadre légal bien approprié… Aujourd’hui, des décisions prises ailleurs [par le Président Alpha Condé] voudraient nous imposer un agenda caché; ce que nous refusons catégoriquement quel que soit ce que cela va nous couter» fin de citation.ÂÂ

      1. 2.La dissolution des conseils communaux, en violation des articles 77, 80, 100 et 105 du Code des Collectivités Locales. En effet, ces articles stipulent respectivement que la durée de suspension d’un conseil communal ne peut excéder trois (3); que le Conseil d’une collectivité locale dont le tiers au moins des membres ont été reconnus coupables par le Tribunal d’avoir commis des crimes ou délits peut être dissous par décret sur proposition du Ministre chargé des collectivités locales, et que le conseil dissout doit être remplacé dans un délai maximum de six (6) mois. Malheureusement, ces dispositions et délais n’ont pas encore été respectés par Monsieur Alpha Condé.Â
          1. 3.La violation de l’accord obtenu entre le Gouvernement et l’Opposition Guinéenne en 2013, sous l’égide de l’envoyé de l’ONU. Cet accord, dispose que la tenue des communales devraient avoir lieu avant la fin du 1er trimestre de l’année 2014. Jusqu’à maintenant, ces élections n’ont pas eu lieu à cause de manœuvres politiciennes de Monsieur Alpha Condé.

    1. La non signature des accords obtenus en Juin 2014 lors du dialogue Inter-Guinéen. Ce dialogue, il faut le rappeler, a réuni les membres du gouvernement, les représentants de la Mouvance, de la CENI, ceux de l’opposition, et les deux facilitateurs nationaux. Ces accords, comme ceux de 2013 ci-dessus mentionnés, portaient, entre autres, sur la tenue des communales avant fin 2014. Cette décision, malheureusement, n’a pas été respectée jusqu’au moment de la publication de la présente déclaration. Il faut ajouter aussi que les communales n’ont jamais eu lieu depuis 2005. Ce qui malheureusement crée un vide organisationnel qui entache gravement la pratique de la démocratie à la base.ÂÂ
        1. 5.La tenue forcenée des élections Présidentielles avant celles des communales, comme voulue par Monsieur Alpha Condé et des membres de la CENI qui sont ses affidés.

Considérant la gravité des violations ci-dessus mentionnées commises par Monsieur Alpha Condé; violations qui relèvent du parjure, le Bloc Libéral déclare que Monsieur Alpha Condé s’est juridiquement disqualifié sur deux plans: d’abord pour la continuation de son mandat en cours et, ensuite, pour sa candidature quant aux élections présidentielles de 2015.

Quand le destin national est en danger, les patriotes de tout corps de métier, de tout parti politique et de toute religion; doivent se lever pour défendre leurs vies, celles de leurs familles et des générations futures, et le bien-être de la nation. Considérant que le destin de la Guinée se joue en ce moment grave de notre histoire nationale, le BL demande à tous les Guinéens d’unifier leurs forces pour catalyser le départ de Monsieur Alpha Condé, afin d’assainir notre univers politique et permettre à la Guinée d’émerger.

Guinea Opposition Party “Bloc Liberal” Proposes Holding Next Elections in 2015 Running Presidential and Legislative Races Simultaneously

Bloc Liberal (or Liberal Block), is the newest political party in Guinea and it is aligned with the opposition. The leader of the party is Faya Millimono, who is a firm critic of Alpha Conde and his administration.

Bloc Liberal has introduced a plan to end Guinea’s political crisis which calls for a postponement of elections until 2015 and running  the presidential and legislative elections simultaneously.

This makes a great deal of sense because there are too many deeply-rooted problems in Guinea’s socio-political fabric to try to resolve them with a quick fix.  If the election is scheduled for two years from now, long-lasting remedies to long-standing problems can be sought and, maybe, the people of Guinea will be able concentrate on the qualities of candidates rather than worrying about being disenfranchised at the ballot box.

logo_Le_BL_Bloc_liberal_01 Guinea has experienced in 2010 its first presidential elections on the basis of a genuine hope for democracy and a final return to constitutional order and social peace. The election of the President of the Republic should contribute to ending the long transitional period that knows the country by holding elections, free, transparent and credible. Unfortunately, two and a half years after the inauguration of the new President, the transition is far from over and the country fell into political stalemate and the social divide. Violation of rights and freedoms is fragrant. Impunity and insecurity are characteristic of the country’s current situation. Guinea is more fragile than ever and social tensions are high. Peace and national reconciliation are deeply compromised. Economic activity is slowing. Unemployment and poverty will crescendo.

However, December 21, 2010, the date of his swearing in, President Alpha Conde had yet said it is “the president of all Guineans …” He added that “the change we advocate is not against a political party or against an ethnic group, much less against a social class or socio-professional. ” This speech had yet raised much hope is far from reality that Guinea lives today.

The current socio-political crisis is the result of a lack of consensual framework for dialogue and worse policy based on exclusion and contempt for the other.

Given this situation, the Bloc Liberal notes with regret that the Guineans still continue to bear the brunt of arbitrary maintained by the State in disregard of the Constitution and the laws that protect every citizen. In the absence of strong republican institutions, and with impunity legendary, these atrocities continue to be part of the same logic of political violence known as the Guinea in January and February 2007, 28 September 2009 April 3, 2011, September 27, 2011, the night of 3 to 4 August 2012 at Zogota, etc. September 21, 2012. All these unsolved crimes plunge the country into a situation harmful.

In view of this, the Bloc Liberal reaffirms its commitment to the following principles:

  • preservation of national unity and territorial integrity;
  • respect of freedoms, the rule of law and human dignity;
  • safeguarding democracy and institution building;
  • protection of citizens and their property.

Recalling that the country is still in an unfinished transition and with reference to the principles listed and the Bloc Liberal recommends a momentary pause and reflection can avoid precipitation. Because, in the rush, this is once again an important decision on the future of Guinea would be taken without consulting the people under the pretext that we are running out of time. In addition, in a rush, and once again, it would be de facto a repetition of history, the conquest of an ideal which demonstrated its shortcomings, thus replacing the system that has fault.

In accordance with this recommendation, the Bloc Liberal adopts a proposal to end the crisis centered around the following points:

1. Immediately release all political prisoners and compensate those who have been arbitrarily arrested and those whose properties were looted or stolen by the police including traders who lost their goods.

2. Arresting systematically all the activities of INEC over the entire national territory.

3. Coupled organize elections (presidential and legislative) in 2015. The parliamentary elections now will only plunge the country into a deep crisis with unforeseeable consequences and devastating.

By 2015, it will:

  • Establish an independent electoral commission with real skills and real powers. This technique is the image of the organ in charge of elections in Ghana and has a permanent and independent electoral administration. This will require a new law on the establishment, organization and functioning of the National Electoral Commission (CENI) and the revision of the Electoral Code.
  • To recruit an independent operator responsible for developing a reliable electoral register, through a revision of the existing file with transparency.
  • Develop, adopt and implement a timetable for the effective holding of fair and credible elections in a peaceful environment.

4. Establish a national unity government, offering the support political and social mainly composed of competent and honest managers, led by a prime minister with extended powers that the President will not resign by the end of the transition 2015. The choice of prime minister will be made ​​on the basis of a profile to be defined by consensus.

5. Establish a framework for consultation during the transitional period with a high-level international facilitation. The technical certification of the reliability of the electoral register will be made ​​by international mediation.

6. Establish a true national reconciliation program at local and national level. This program should be based on the establishment of a “contract local social cohesion” and the establishment of truth and justice.

7. Reforming the National Council of transition (CNT) to adapt to new realities.

8. Revise and adopt the Constitution by referendum based on the realities of the country and not a constitution copied and pasted, tailored and written the name and place of the people. Community consultation should be preferred.

9. The establishment of a permanent monitoring system reliability File electoral experts and the mainstream opposition.
